On October 18, 2024, large-scale special tactical exercises were held at the Fergana Oil Refinery, aimed at practicing actions in the event of natural and man-made emergencies.
The purpose of the event is to check the readiness of the enterprise management and civil defense structures for prompt action in emergency situations, such as fires, explosions, technological accidents and other possible incidents at potentially dangerous facilities.
Scenario and stages of the exercise
The exercises began with a training session, during which a system for timely notification of the plant management, civil defense structures, as well as the Emergency Management Department and other relevant services was worked out. The second stage was a drill inspection of the personnel of the participating units.
An important part of the exercises was the operation to capture simulated intruders who had entered the plant's territory. The forces of military unit No. 99415 took part in this operation, demonstrating the coherence and efficiency of their actions.
At subsequent stages, scenarios for eliminating a radiation accident at a petroleum coke roasting plant caused by a simulated earthquake and extinguishing a fire at tank No. 320 were worked out. The work was carried out jointly with the Emergency Management Department and the relevant services of the plant. A total of 185 employees and 40 units of special equipment were involved in the exercises.
Head of the Department of Mobilization Work and Civil Defense of the Fergana Oil Refinery Dilshodjon Usmonov noted the importance of holding such events:
"Our company manufactures products that require strict compliance with safety standards. Such exercises allow us not only to test the readiness of employees to act in emergency situations, but also to improve the skills of interaction of all services involved. It is especially important that everyone knows their role and can quickly respond in an emergency. Today's exercises showed that our employees are ready to act at a high level."
The tactical exercises involved 14 units, including gas rescuers, a fire brigade, radiation and chemical control groups, emergency services and operational groups from the emergency management and internal affairs department.
Following the event, the actions of all services and divisions were deemed satisfactory, which confirms the high level of preparation of the plant for actions in emergency situations.
