The oil and gas company SEG has begun construction of a single process control center at the Fergana Oil Refinery Plant.

As part of the modernization of the enterprise, the construction of the building of a single control point for the technological process has begun. It is planned to collect information from all technological installations of the plant and manage technological processes in it.

To date, there is no single control room at the Fergana Oil Refinery, where it is possible to control and manage technological processes. Each individual installation of an enterprise producing a particular product has its own control point, which is not combined with others into a single information system. A similar configuration was laid down during the construction of the enterprise in 1960 and has not undergone significant modernization for 62 years.

Such an outdated approach does not allow real-time control of technological processes, since the exchange of information between various dispatching and operator stations is either not carried out in principle or is carried out on paper.

“This approach is not only outdated today, but it has also remained far in the past in the vast majority of countries where there are oil refineries. As we have already said, we intend to double the capacity utilization of the enterprise, bringing it to 2 million tons of refined oil. Now the key task is to collect all the signals and data arrays from 25 process units into a single stream. First, we will get a more accurate understanding and monitoring of the parameters of the operation of all installations in real time. This is an improvement in the quality of gasoline, diesel fuel, jet fuel or any other refinery product. Secondly, we will be able to improve the quality of enterprise management in order to implement more reliable and safe operation of the equipment. Thirdly, it is the quality of managerial decisions. When the process of centralized control of the process of pumping, storing, and filling products is introduced, the formation of the electronic balance of the enterprise will be more accurate,” notes Tulkin Yusupov, Executive Director of SEG.

The total area of the building will be 1880 square meters. The number of employees of the joint control room will be 245 people. Currently, work has begun on concreting the lower part of the building. Completion is scheduled for May 2023.
