Fergana Oil Refinery Plant plans to process twice as much raw materials.

At the Fergana Oil Refinery Plant(FORP), the process of modernization is in full swing, which is being carried out by FE LLC Sanoat Energetika Guruhi (Saneg).

Upon completion of the modernization, by 2024 the FORP will be able to double the processing of raw materials - up to 2 million tons per year, and the depth of hydrocarbon processing - from 87% to 92%

“The key goal of the project is to meet the growing needs of the Republic of Uzbekistan in oil products. Modernization of the FORP will improve the quality of oil products produced at the plant to the level of international standards, in particular, motor fuels to the level of Euro 5 class, lubricating oils to the level of API group II+/III. New types of products will be more environmentally friendly and will be able to compete with foreign players in foreign markets,” said Shokir Fayzullaev, CEO of Saneg.

At present, almost 40% of the equipment has been supplied under the modernization project. Work is underway to design and build our own steam boiler house with a chemical water treatment plant. Installations for hydrocracking, hydrogen production, short-cycle absorption are being built.

The construction of a single control center for technological processes of production is also underway. The number of jobs for specialists of the joint control room will be more than 200.

An important aspect of the modernization project is the reduction of irretrievable losses of hydrocarbons and the renewal of the factory tank farm. In connection with this, the design department of the FORP developed a project for the construction of 36 new tanks, and work is currently underway to manufacture them with the involvement of international experts.

In order to supply the growing capacities of the plant with natural gas, the terms of reference for laying a new external gas pipeline with a total length of 12 km have been prepared. According to the working draft, construction materials and equipment were purchased, construction and installation work began.

There is a process of cleaning old treatment facilities from oil products, which are then recycled and used. This is an important part of the company's commitment to environmental safety.

In total, more than 100 units of special equipment and more than 1,000 workers are involved in the implementation of the modernization project.

Completion of the modernization will enable the Fergana Oil Refinery to increase its contribution to the country's economy.

On February 7, 2020, the Cabinet of Ministers of the Republic of Uzbekistan adopted Resolution No. PKM-67, which approved the proposal to attract Saneg as a trustee of a 100% state stake in the authorized capital of the Fergana Oil Refinery. In May 2022, Saneg acquired a 100% state stake in FORP.
