The Fergana Oil Refinery regularly conducts practical tactical exercises for emergency response units to enhance coordination with maintenance staff and improve preparedness for natural and man-made emergencies.

Drills conducted this month:

  1. Unit 36/1-3, Shop No. 6.
    Scenario: a propane gas leak from the flange joint of the T-4 heat exchanger under pressure, resulting in a fire. Actions taken: notification of management and special services, evacuation of personnel to a safe zone, effective use of technical equipment, provision of first aid. Causes analyzed; coordination and professionalism of the teams confirmed.
  2. Unit 39/7-2.
    Scenario: ammonia vapor leak from the flange joint of the PS-5 apparatus pipeline in the ammonia compressor section. Simulation of one worker’s ammonia poisoning. All services executed rapid response actions, eliminating the incident in 15 minutes without serious consequences. Emphasis placed on strict adherence to safety rules when working with ammonia as a refrigerant.
  3. Unit 57/1-2.
    Scenario: fire caused by oil leakage, injuring a maintenance technician. Actions taken: prompt notification, localization of the fire using special foam, evacuation of the injured employee, and provision of first aid.


The exercises highlighted high levels of coordination, speed, and professionalism among all participating services. Identified shortcomings in compliance with industrial safety norms and in maintenance processes were promptly analyzed and resolved on site.

— The actions of emergency rescue teams in cooperation with maintenance personnel are being continuously improved. The latest practical tactical drills were conducted at a high level. However, certain violations of industrial safety requirements and shortcomings in technical maintenance were identified and promptly resolved on site, — noted Diyorjon Umaraliyev, Head of the Plant’s Department for Industrial Safety, Labor Protection, and Environmental Protection.
